كوريا الجنوبية تعرض منتجاتها التقنية في الولايات المتحدة

وصلت الحكومة الإلكترونية في كوريا الجنوبية إلى المرتبة الأولى في العالم حسب تصنيف الامم المتحدة المتعلق بذلك، فيما يلي عرض مختصر لما يقولة الكوريون المعنيون بذلك حول ما أنجزوه :

Ranked first in UN Global e-Government Survey :Korea has actively pursued e-Government as a crucial means to make the government more competitive, by leveraging the world’s best information technology (IT) including broadband Internet. After laying the groundwork for e-Government, including National Basic Information System (NBIS) in the 1980s and streamlining of applicable laws and institutions in the 1990s, the Korean government implemented e-Government as a major national agenda for the 2000s. It concentrated on 11 major tasks for e-Government (2001 ~ 2002) and 31 major tasks for the e-Government roadmap (2003 ~ 2007). As a result, e-Government has become firmly established in all areas of the Korean government.

المجتمع المعرفي الوطني : مجموعة مخططات يتم تطويرها و مراجعتها بإستمرار، تنفذها الحكومة بجديّة وحكمة ، هدفها نقل المجتمع الكوري إلى حالة مجتمع المعلومات.  من 2009 إلى 2012 هناك 205 مهمات/مشاريع ينبغي على الحكومة  تنفيذها للوصول إلى 5 اهداف، و 20 بنداً على الأجندة الوطنية للدولة.

The Korean government establishes a national informatization master plan every five years for the efficient and systematic promotion of national informatization, based on the “Framework Act on National Informatization (1995).” The 4th National Informatization Master Plan (2008~2012)sets the vision of national informatization for the following five years as “Establishing an Advanced Knowledge Information Society Based on Creativity and Trust,” Five goals and 20 agenda items back up the vision for its early achievement. For the successful execution of the 4th National Informatization Master Plan (2008~2012), the ‘National Informatization Action Plan (2009~2012)’ was established in May 2009. There were 205 tasks provided in order to achieve five goals and 20 agenda items.

من النتائج التي تحققت عبر الحكومة الإلكترونية في كوريا : تطوّر نوعي واضح في فعالية الخدمات وشفافية الإجراءآت الحكومية ، و تبعاً لذلك في إمكانية متابعة المواطنين لمعاملاتهم، وتطوّر العمل بشكل عام.

Korea’s e-Government has produced visible results: the efficiency and transparency of administrative work has significantly improved; administrative civil services have been greatly enhanced; and opportunities for people to participate in the policymaking process have been expanded. Accordingly, the effectiveness of the e-Government of Korea is widely recognized by the international community, and various e-Government systems are being exported to foreign countries. The 2010 UN Global e-Government Survey shows that Korea ranked first among all the member countries, given the highest possible scores in the categories of Online Service Index and the e-Participation Index.

الحكومة الذكيّة : مشروع يحقق للمواطنين في كوريا إمكانيّة الحصول بسهولة، ومجاناّ، على شتى الخدمات الحكومية، مهما كانت كيفية توصيل تلك الخدمة الحكومية للمواطن. بناء على ذلك تطمح الحكومة للتوصل إلى حلول لمشاكل إنخفاض نسبة المواليد، وما يتبع ذلك من المشكلات الناتجة عن شيخوخة المجتمع.، بينما تستجيب في الآن ذاته إلى ما يواجهها من تحديات الأمن والرفاهية الإجتماعية.

With the goal of converging the e-Government services with advanced IT technology until 2015, the Korean government now aims to implement ‘Smart Government,’ through which citizens may enjoy easy and free access to government services regardless of different channels of delivery. Accordingly, Korea will be able to tackle its social problems of low birthrates and the aging society, while actively responding to future issues of social security and public welfare.

Major Achievements

1) Improvement of efficiency and transparency of administrative work

The use of electronic documents has become standard practice, and most administrative business, such as residence, finance and procurement are being handled electronically, thereby greatly and innovatively enhancing the efficiency of government administration. All central administrative organizations have introduced a standardized business process management system (On-nara) to record decision-making procedures of the government, thereby increasing transparency of administration significantly.

The On-nara BPS is a business process management system that has increased the efficiency and transparency of administration by supporting the business procedures of the government online through standardization. As many as 211,000 users, including 116,000 from the Central government and 95,000 from local governments are currently using the On-nara BPS and Public officials’average reduction of business processing time is 2.26hours (8.06 hours 􄦴5.80 hours).

2) Provision of people and company-focused administrative services

Civil service processing at home has become reality by implementing integrated online civil service processing channels and enabling notification, filing, and payment of taxes via the Internet. Various corporate activities are supported efficiently through a single window to provide corporate support and process logistics, customs clearance, and trading online.

| Government to Citizen Service | Civil Service Portal (Minwon 24) (http://www.minwon.go.kr)

– This website provides one-stop civil service so that people can request civil services and read/issue civil documents anytime, anywhere through the Internet.
– Detailed information on 5,300 types of services is provided online.
– Citizens are able to request 720 types of civil services, read some 1,000 kinds of civil documents, and be issued with 28 kinds of civil documents online.
– It provides integrated services through an information linkage system connected with 25 central administrative agencies dealing with actual administrative affairs.
– Citizens are able to get information on civil services, search related legislation, and process civil services by using various search functions. Overseas residents, corporate bodies, foreigners, as well as local residents can use this service. Government to Business Service

| Electronic Customs Clearance Service (http://portal.customs.go.kr)
– This one-stop service for customs clearance reduces companies’ logistics costs and enhances transparency of customs administration while contributing to an increase in tax revenue through fair and reasonable taxation.
– All customs clearance procedures, including export/import reports to the customs office, customs inspection, and tax payment are processed online without paper documents. One-stop Business Support Service

– This website provides prompt processing of business-related petitions and offers a wide variety of information on business activities.
– It guides users through complicated business petitions by using the site map and provides rapid and convenient services in connection with online civil petition processing systems such as Miwon 24.
– It offers detailed information on petitions in 18 areas such as business licenses and permits, funding, and technical support, which are closely related with business activities. Also, 137 kinds of business-related petitions are processed online.
– It contributes to businesses’ enhanced competitiveness by providing a base for information exchange and cooperation among business experts

3) Strengthening of communications with citizens regarding government policies

Citizens can now participate in the government decision-making process more easily through a single window linked to all administrative organizations to provide comprehensive civil services and receive public suggestions. Citizens can also easily request and check a wide range of administrative information online. It is possible to check national records anytime, anywhere.

| E-participation Service | e-People (http://www.epeople.go.kr)
“e-People” is Korea’s single online portal system unifying complaints/ proposals/policy discussions handled by all administrative organizations.

– Users do not need to try to find the right agency because their complaints or suggestions are classified and registered automatically.
– Duplicate/repeated complaints are automatically recognized and merged.
– In addition, complex petitions that involve several ministries are processed through cooperation among the ministries on a real-time basis.
– Cost-reduction of nearly 6 billion Korean won per year through improved administration processes
– Legal and institutional improvement has been promoted by analyzing civil complaints filed from 2008 to November 2010.
– e-Forum provided by this portal helps people discuss matters freely, and ideas suggested during the discussions can be reflected in policy.

4) Increased efficiency of information resource management

National Computing & Information Agency manages all information systems of the government comprehensively, improving its capability to respond to system errors and security threats.

Enterprise Architecture (EA), a comprehensive informatization blueprint, enables design and systematic management of e-Government at the government level.

The Korean government has integrated and managed information resources that were constructed and managed by individual government agencies. The National Computing & Information Agency has enhanced reliability, security, and efficiency of important national information resources by constructing a national information protection system and providing high-quality, high-security IT operation services.

Back-up systems of the major infrastructure and state-of-the-art security facilities ensure uninterrupted availability of e-Government services 24/7.

– Advanced information security and reliability are ensured by real-time monitoring of system errors and security and the real-time back-up system.
